How will the International Building Code and the International Green Construction Code Change Practice in California?

The latest California Green Building Standards Code, or 2010 CALGreen – effective January 1, 2011 – is modeled on the International Green Construction Code (IGCC). CALGreen covers planning and design of both residential and non-residential construction; energy, water, and material conservation; and indoor air quality. The City of Los Angeles has already amended CALGreen for existing buildings. Participants will receive specific instruction about the mandatory and voluntary requirements of CALGreen, expanded scope of the City’s amendments, and challenges to code implementation. The program will also examine the requirements of 2009 International Building Code (IBC) by identifying major changes since 2006. These include code changes permitted in local jurisdictions based on geologic, topographic, and climatic conditions; use and occupancy classifications; and new definitions resulting from building department’s review and evaluation. The program is designed to inform participants of both comprehensive and detailed provisions in the law for all aspects of compliance, field inspections, and enforcement. You are encouraged to raise questions concerning specific projects and implementation of new codes.

Osama Younan, PE LEED AP, Chief of Green Building and Mechanical Engineering, Los Angeles Department of Building and SafetyOsama Younan the Chief of the Green Building Division in the Los Angeles Department of Building and Safety; he represents the Department on Green Building issues and other issues relating to sustainability and was designated by the Department as the lead person for the adoption of the 2010 CALGreen Code and for the development of the City’s first Green Building Code. Osama Younan has been working for the Los Angeles Department of Building and Safety for over 24 years in a number of sections including plan check. He has worked on a number of issues pertaining to sustainability including the 2008 Los Angeles Green Building Program and policies pertaining to solar installations. In addition to the Green Building Division, Osama Younan also serves as the Chief of the Mechancial Enginnering Section for the Department.

Osama Younan is a licensed Mechanical Engineer with the State of California, a LEED Accredited Professional with the US Green Building Council, and a certified CALGreen Plan Examiner by the International Code Council. He is a member of the City of Los Angeles Green Building Team and a member of the 2008 and 2010 California Green Building Standards (CALGreen) Code Focus Groups.

Osama Younan serves on the California Building Officials’ (CALBO) Green Building Committee and he is the Chair of the International Code Council, Los Angeles Basin Chapter Green Building Committee, this chapter represents eighty-nine Southern California jurisdictions. He has also been appointed by the International Code Council (ICC) to the International Green Construction Code (IgCC) Development Committee to work on the development of the IgCC Code which is a new national green building code.

Victor Cuevas, PE, Code Engineer, City of Los AngelesVictor Cuevas, P.E., is a Code Engineer with the City of Los Angeles, Department of Building and Safety (LADBS). He is responsible for analyzing the California Building Code to develop, write and process the Los Angeles Building Code Ordinance and publish the Los Angeles Building Codes, which include the Los Angeles Green Code. He provides technical assistance to the department through research and analysis of the code and makes recommendations for application of the code as well as recommendations to management to amend the Los Angeles Municipal Code due to new state statutes or legislation related to construction and structural design standards. As code engineer, he also applies historical knowledge and technical engineering principles to research, develop, write and process other ordinances initiated by departments or council. For over 11 years, he worked extensively as a plan check engineer in LADBS branches in downtown Los Angeles, Van Nuys, West Los Angeles, South Los Angeles, and San Pedro. Previous to becoming code engineer, he served as a plan check supervisor, case manager, engineer in the research unit, and structural engineering associate. Prior to joining the LADBS, Cuerva was an estimator and project manager in general engineering construction for several years, where he specialized in concrete construction in public works projects such as aqueducts, reservoirs, and dams along with the structural rehabilitation of concrete and unreinforced masonry buildings. He holds a B.S. in Civil Engineering from California State Polytechnic University, Pomona. He is currently 2nd Vice President of the Los Angeles Basin Chapter of the International Code Council and serves as a Planning Commissioner for the City of Montebello.
